Report 1: The Australian National Aged Care Classification (AN-ACC)
This report covers the design and conduct of the study to develop the AN‐ACC. It outlines how AHSRI developed the classification, including how they approached sampling, consulted clinical stakeholders, and collected and analysed data.
Report 2: The AN-ACC Assessment Model
This report describes the proposed AN-ACC assessment model. The model separates assessment for funding from assessment for care planning. In the model, residential aged care facilities assess residents for care planning. External assessors assess residents for funding purposes.
Report 3: Structural and Individual Costs of Residential Aged Care Services in Australia
This report presents the findings of the analysis of residential aged care costs. The analysis looked at structural and individuals costs. It focused on the differences in fixed costs between different types of facilities.
Report 4: Modelling the Impact of the AN-ACC in Australia
This report models the impact of using the AN-ACC funding model in place of the Aged Care Funding Instrument (ACFI). It describes the approach to sampling and data collection and analysis. It also describes the casemix of residents in aged care in Australia.
Report 5: AN-ACC: A Funding Model for the Residential Aged Care Sector
This report describes the recommended AN-ACC funding model. The model includes a fixed payment per day for care management and costs that are equally shared by residents, a flexible payment per day for individualised care, and a one-off adjustment payment for each new resident.
Report 6: AN-ACC: A National Classification and Funding Model for Residential Aged Care: Synthesis and Consolidated Recommendations
This report brings together the findings in the other reports and provides a complete list of recommendations.
Report 7: AN-ACC Technical Appendices
This report includes extra information that relates to the work completed in the study, as presented in reports 1 to 6. It includes detailed data tables, graphs and charts.
Addendum to Reports: Updated National Weighted Activity Unit (NWAU) Values
This addendum provides updated tables to replace those in reports 4, 5 and 6. They are consistent with the figures that Professor Eagar presented to the aged care sector on 14 March 2019.

The Department of Health engaged the Australian Health Services Research Institute (AHSRI) at the University of Wollongong to undertake the RUCS study. It is part of a broader reform process to design a new funding model for residential aged care.
The study was completed in December 2018. The 7 reports describe the key parts of the study including AN-ACC, the proposed new assessment and funding model.
