Eligible work under the Bonded Medical Program

Learn about work that can reduce your Return of Service Obligation (RoSO).

What is ‘Eligible work’? 

Eligible work is defined at subsection 8(3) of the Health Insurance (Bonded Medical Program) Rule 2020 (Rule) as "the rendering of a professional service to a patient in an eligible location". Eligible work can include: 

  • Day-to-day clinical work in eligible locations
  • Overtime, after hours or on-call shifts in eligible locations
  • Aeromedical evacuation or retrieval services to patients in an eligible location 
    • If your base location is eligible, you can count all of your on-call time. 
    • If your base location is not eligible, you can only count time spent attending eligible locations. 
  • Fly in/fly out medical services in an eligible location 
  • Telehealth services provided from an eligible location 
    • If you deliver eligible professional services from a location that is not eligible, your time cannot count towards your RoSO, even if the patient is in an eligible location. 
  • Paid leave may count towards your RoSO if it is accrued from performing eligible work in an eligible location. 

The following work is not eligible for RoSO: 

  • Clinical research  
  • Academic teaching  
  • Paramedical work 
  • Unpaid leave or government Parental Leave Pay 
  • Medical, organisational or administrative work, unless part of your clinical care (such as checking results, writing patient notes or reports) 
  • Clinical practice in a discipline other than medicine 
  • Student placements or Assistant in Medicine work completed during your medical degree 
  • Any work undertaken in locations that are not eligible.

Will the work I completed count towards my RoSO? 

If the work you completed is both eligible work and at an eligible location as defined in the Rule, then it will count towards a reduction in your RoSO.
