24/7 registered nurse reporting

From July 2023, approved providers of residential aged care facilities must report about their registered nurse (RN) coverage for the 24/7 RN responsibility.

Who must report

Reporting about the 24/7 RN responsibility is a legal requirement.

All approved providers that give care to residents at a residential facility must report about their RN coverage at that facility each calendar month. They must report even if the facility is exempt from the 24/7 RN responsibility.

What to report

Providers must report on:

  • whether or not an RN was always on‐site and on duty
  • every period of 30 minutes or more an RN was not on‐site and on duty
  • the main reason for each of these periods that an RN was not on-site and on duty
  • the main alternative clinical care arrangement that was in place for each of these periods that an RN was not on-site and on duty.

When to report

Providers must complete and submit their report by 11:59pm AEST of the 7th day after the end of the calendar month.

However, providers may report for each day of the calendar month at any time before the report is due. For example, they may report daily, weekly or at the end of the calendar month.

Providers should submit their report before their monthly subsidy claim. This will allow Services Australia to pay any 24/7 RN supplement in the current claim cycle and include it in advance payment calculations.

If a provider submits a late report, they will not receive any 24/7 RN supplement for which they may be eligible for that month.

How to report

Providers must use the Government Provider Management System (GPMS) to report about their RN coverage for the 24/7 responsibility.

Organisation Administrators should ensure they have set up their access to GPMS (which is currently available for previewing Star Ratings).

From 3 July 2023, Organisation Administrators will be able to log into GPMS and assign the new ‘Reporter’ role to staff who will be responsible for submitting the facility’s 24/7 RN report.

Failure to set up staff roles in GPMS may prevent providers from being able to meet their reporting obligation and may impact payment of the 24/7 RN supplement (if eligible).
