The Vaccine Administration Partners Program (VAPP) operates through a Head Agreement and under 2 models:
- Model A is for agencies (federal, state and territory and local government)
- Model B is for enterprises (private businesses, peak groups, non-government organisations).
VAPP Model A
Model A helps government agencies arrange COVID-19 vaccines for their staff.
To access an immunisation provider (IProvider) from the panel, agencies need to contact their central procurement agency.
Before starting, states and territories also need to sign a Deed of Participation with the Australian Government. A Deed of Participation uses the provisions of the Head Agreement.
VAPP Model B
Model B (also called Enterprise Orders) allows enterprises to offer their staff vaccination in either the workplace or a community setting.
Model B is a commercial arrangement between the contracting party and the IProvider.
Under Model B, the Australian Government provides access to COVID-19 vaccines but does not subsidise administration activities.
Parties seeking to enter into a Model B arrangement must:
- contact an IProvider from the VAPP Panel listing OR an IProvider can approach enterprises offering vaccine services
- ensure a Binding Agreement is entered into between the IProvider and the relevant enterprise.
Once a Binding Agreement has been entered into the IProviders must complete an Enterprise Order Request (EOR) form.
Model B process
- IProvider completes the EOR form.
- IProvider sends EOR form to VAPP@health.gov.au and copies covid19orders@health.gov.au.
- We assess and approve the EOR, making it an Enterprise Order.
- We process the vaccine order and send the vaccines to the delivery address.
Vaccine delivery
IProviders should allow at least 10 business days from when they submit the EOR form before they schedule vaccine services at the enterprise. This is because it takes time to approve an EOR, process the vaccine order, and deliver the vaccines.
We send vaccines to the head office of the IProvider in the state or territory where they will be used. If an IProvider does not have an active state office, they need to give details of another place where we can deliver. All delivery locations must meet vaccine storage/cold chain requirements.
The IProvider is responsible for the costs of transporting vaccines from the delivery point to the enterprise location, as vaccines cannot be sent there directly.
The IProvider cannot place orders for vaccines in COVID-19 Vaccine Administration System (CVAS), but they must still complete stock management/wastage reports in CVAS.
