The amount that you will receive under the Workforce Incentive Program (WIP) Doctor Stream depends on your
- location
- year level in the program
- vocationally registered status.
Location
Your work location determines your Modified Monash Model classification. Use the Health Workforce Locator to check the classification of any location in Australia.
If you are doing an approved training course in MM 1 and MM 2 locations, this counts under the MM 3 category for WIP calculations.
Year level
New participants enter the program at different year levels depending on their location.
Participants practising mostly in MM 3 to MM 5 locations receive their first payment at Year Level 2 after completing 8 active quarters within a 16-quarter period.
Participants practising mostly in MM 6 to MM 7 locations receive their first payment at Year Level 1 after completing 4 active quarters within an 8-quarter period.
You move to the next year level after completing 4 more active quarters within an 8-quarter period. This means you may not move up to the next year level every 12 months. Only active quarters count towards this progression.
Unless you have extended leave or inactivity since your last payment, you will continue moving up the year levels until you reach Year Level 5.

The WIP Doctor Stream Guidelines will reflect these payment changes from 1 January 2024.
Effect of leave or inactivity
Periods of leave mean that your activity during that quarter will be lower and you may not register an active quarter.
Continuing participants must complete 4 active quarters within an 8-quarter period to be eligible for a payment.
You can be inactive for up to 5 years for any reason without losing your accrued year level status.
If you are inactive for 6 years (24 quarters) and then become eligible again, you will restart the program as a new participant.
