Setting and publishing prices
Support at Home providers will continue to set their own prices for the first year of the program. From 1 July 2026, Australian Government price caps will apply.
The prices for Support at Home services must reflect the entire cost of delivering that service. These costs can include:
- labour
- package management
- administration (e.g. human resources)
- transport
- sub-contracting, if applicable
- a margin to cover the cost of capital used in delivering the service.

In preparation for 1 November 2025, providers will need to:
- discuss pricing changes with their care recipients
- ensure care recipients sign an updated agreement
- prepare to publish prices on their website and My Aged Care profile.
Providers must set reasonable prices for care and services. We will monitor prices for Support at Home services and will work with the Aged Care Quality and Safety Commission if we suspect a breach of these pricing requirements.

Payment after services are provided
After delivering services, the provider submits a claim to Services Australia. The claim must outline the hours or units of each service, and the cost of the service or product delivered to that person on a particular date.
Services Australia will pay the provider, drawing down from the participant’s budget, either:
- at a price per unit of service minus any applicable participant contribution, or
- at the cost of the product minus any applicable participant contribution.
In November 2025, the monthly claiming arrangement will continue to allow providers to submit and settle all Home Care Package (HCP) claims for care delivered to 31 October.
From December 2025, providers will be able to claim up to daily to ensure regular cash flow. All HCP claims must be submitted and approved before providers can submit claims under Support at Home.
Submitting a claim
To claim payments under Support at Home, providers will need to follow the process below:
- the provider submits their claim for payment in arrears
- the claim is validated by Services Australia
- Services Australia processes the provider’s payments
- the provider receives payment for the services delivered
- the provider invoices the participant for their contribution.

Monthly statements
Providers must give an itemised monthly statement to each of their participants to show:
- funding available (at beginning and end of calendar month)
- services delivered (including price, date of delivery, units, total cost)
- contribution rate and amounts made by the participant
- subsidy claimed
- unspent funds, if any
- supplements, if any
- remaining funding available for the quarter
- where services were delivered by a third party.
Providers may wish to review the Support at Home monthly statement template, which has been provided as an example. Providers do not have to use this template, but they must include all required information.
Thin market grants
We are providing grants for eligible providers that:
- operate in thin markets, such as rural and remote areas (MM3 to MM7)
- specialise in particular participant groups.
This will help cover the gap between their operational expenses and revenue from the program’s capped service prices.
We ran a grant opportunity (closed April 2025) for an initial 1-year term.
Pooled funding trial
From early 2026, after the start of the new Aged Care Act and Support at Home, we will run a pooled funding trial for older people in group settings (such as a retirement village or small rural town with a small number of providers).
Under the trial, older people will have the option to use some or all of their funding to access services on a more flexible or as needed basis (for example, a mini-bus service). This will support older people to get more services when they need it.
We will invite providers to apply via an expression of interest in the coming months.
