Primary supplements
Providers can claim primary supplements to cover costs related to specialised care needs. These are included in the participant’s budget.
Primary supplements include:
- oxygen supplement – for participants who have a medical need for continual oxygen therapy
- enteral feeding supplement – for participants with a specified medical need for enteral feeding
- veterans’ supplement – for veterans with a mental health condition accepted by the Department of Veterans’ Affairs as related to their service
- remote supplement – for participants who receive assistive technology and/or home modification funding and live in a remote area with a Modified Monash Model classification of 6 or 7.
The following only apply to participants who transitioned from the Home Care Packages Program and were receiving (or were eligible to receive) on 31 October 2025:
- dementia and cognition supplement
- Extended Aged Care at Home - Dementia (EACH-D) top up supplement.
Other supplements
- Fee reduction supplement – assists participants experiencing financial hardship who cannot pay their contributions for reasons out of their control.
- Care management supplement – available for providers delivering services to eligible participants.
Accessing supplements
The eligibility and application process varies so check for each supplement.
In most cases, providers must complete an application form and upload it to Services Australia’s Aged Care Provider Portal on their participant’s behalf. You must keep a record of participant’s eligibility for supplements.
We check for some supplements automatically, such as the veterans’ supplement and the remote supplement.
Once approved, primary supplements are added to the participant’s budget, which does not have to be used to provide that specific support (e.g. oxygen supplement). Funding must be used according to the participant’s assessed needs and the service list.

Supplement rates
The Australian Government decides the supplement rates. These rates are indexed every year on 1 July.

Thin market grants
Support at Home thin market grants help ensure the availability of services in rural and remote areas, and for participants with diverse backgrounds and life experiences.
Eligible providers operating in rural and remote areas, or providing specialist services, may apply for additional funding to:
- support their financial viability
- ensure service continuity for their participants.
The first grant opportunity provided funding for 2025-26 and closed in April 2025.
The second grant opportunity is forecast to be published on GrantConnect by the end of 2025.
