About the Support at Home program

The Support at Home program delivers government-funded aged care services to help older people to stay at home for longer. On 1 November 2025, it replaced the Home Care Packages Program and Short-Term Restorative Care Programme. Learn how the new program works.

About Support at Home

Support at Home is a program to help older people remain at home as they age by delivering coordinated care and services to meet their assessed ageing related care needs with:

Why it is important 

We know older people want to improve their physical, social and emotional wellbeing, and remain living at home where possible. 

We set up Support at Home in response to the Royal Commission into Aged Care Quality and Safety's recommendation to bring together the in-home aged care programs to: 

  • create a more equitable system
  • improve access to services, assistive technology and home modifications
  • better help older people to stay active, healthy, and socially connected to their communities.  

Staged introduction 

Support at Home started on 1 November 2025, replacing the: 

  • Home Care Packages Program
  • Short-Term Restorative Care Programme. 

The Commonwealth Home Support Program (CHSP) will transition no earlier than 1 July 2027. Until then, the CHSP will continue operating. This staged approach will give CHSP providers more time to adjust to the new arrangements. 

We are continuing engaging with the aged care sector, older people, families, and carers to improve the new program, as well as preparing for transitioning CHSP.

  • Intent of the program
    This program provides coordinated services and support to older people. It aims to help them stay independent and healthy at home for longer.
  • How the program works
    An older person must first go through an aged care assessment to get an approval. They will then be allocated funding when it is available and enter into a service agreement with a provider they choose.
  • Governance
    Various organisations work together to manage and monitor the program. They ensure providers meet their legal responsibilities and deliver safe, person-centred services.
