This report forms part of the advice the Aged Care Financing Authority (ACFA) provided to the Australian Government on 11 December 2019. ACFA reviewed the financial impact of improving payment arrangements in home care.

The Australian Government asked the Aged Care Financing Authority (ACFA) to:

examine the potential financial impact on home care providers of its 2019–20 Budget measure to change the way it pays subsidies to providers
provide advice to Government
