New programs to be regulated

Under the new Aged Care Act, registered providers delivering the Commonwealth Home Support Program (CHSP) and National Aboriginal and Torres Strait Islander Flexible Aged Care Program (NATSIFACP) will be regulated in the same way as registered providers delivering other aged care programs.

About the change

The new Act will include CHSP and NATSIFAC as regulated programs for the first time.

When the new Act starts, the Aged Care Quality and Safety Commission (ACQSC)will register and regulate providers delivering CHSP and NATSIFAC.

We will provide information and training to help providers prepare for the transition.

CHSP obligations

When the new Act starts, CHSP providers will need to meet relevant registration requirements obligations such as:

Many of these requirements are already included in the CHSP Manual. 

You will also need to have a grant agreement with us to deliver services.

We will send you information about your registration categories and related obligations. 

Once you are a registered provider, you must meet your requirements.

NATSIFAC obligations

When the new Act starts, NATSIFACP providers will need to meet new requirements, such as the requirement to be registered. 

You will also need to have a grant agreement with us to deliver services.

Specialist Aged Care Programs

When the new Act starts, the following programs will also be referred to as Specialist Aged Care Programs: 

  • Commonwealth Home Support Program (CHSP)
  • Multi-Purpose Services program (MPSP)
  • Transition Care Program (TCP)
  • National Aboriginal and Torres Strait Islander Flexible Aged Care Program (NATSIFACP). 

Specialist Aged Care Programs are Australian Government-funded programs where there is an agreement or arrangement, such as a grant, in place to deliver aged care services.

These programs provide additional funding and support for older people who meet the program criteria based on a needs assessment. 

To deliver services under Specialist Aged Care Programs, providers will need to: 

  • be registered under the new regulatory model process
  • meet some extra requirements, such as having an agreement with government to provide those services. 

CHSP will transition to the Support at Home program no earlier than 1 July 2027. It will be a Specialist Aged Care Program in the interim.
