Tobacco Reporting service terminology
For common terms you will see when using the Health Business Services (HBS) portal please refer to the HBS portal terminology page.
The terms we use in the Tobacco Reporting Service layer and what they mean, include:
Organisation Request
This is the request to create an Organisation account, which is required to submit reports on behalf of your organisation. Once created it can be used to conduct business on behalf of an organisation. Organisation accounts can have multiple Organisation Administrators and members with specific levels of access (known as service roles).
Organisation Administrator
The Organisation Administrator is the manager of an Organisation account. Organisation Administrators can invite and manage Organisation account members. They can also draft and submit applications and view all draft and submitted applications for that Organisation account. Organisation accounts can have multiple Organisation Administrators.
Report Submitter
A Report Submitter is an account member who can act on behalf of an Organisation account. To become a member of an Organisation account, you must be invited by an Organisation Administrator. Every member will be given a service role which will determine their level of access (see ‘service role’ for more information). There is no limit to the number of members an Organisation account can have.
Email addresses
- Login email address (myID): This is the email address you use to create your myID account. It is only used for authentication and logging into the HBS portal.
- Contact email address: This is the email address we will use when we need to communicate with you as an individual (rather than as a representative of an Organisation account). An example of this is if you are having issues logging in. It can be the same as your login email address, or you can choose a different email address. It must be an email address that only you can access. It can be a personal or work email address. If someone wants to invite you to join an Organisation account, they will use this email address.
- Organisation account email address: This is the email address we will use to contact you about anything you do on behalf of an Organisation account. If you want to, you can nominate a different email address for each Organisation account you are a member of. It can be a personal, work or group email. It can be the same as your login or contact email address.
Service
The part of the Department of Health, Disability and Ageing activities that you are interacting with in the Portal. You are currently on the terminology page for the Tobacco Reporting Service. Other services available include the Office of Drug Control, and new services will be added in the future.
Service Role
Every member of an Organisation account will be given a service role which will determine their level of access. Service roles include either Organisation Administrator or Report Submitter.
Report submissions
The report submissions you have either partially completed (drafts) or submitted. The Public Health (Tobacco and Other Products) Act 2023 requires certain manufacturers and importers of tobacco products to give to the Secretary of the Department of Health, Disability and Ageing the following reports for each financial year:
- a report identifying the ingredients used in manufacturing tobacco products
- a report providing information about the volume of tobacco products imported into, sold or supplied in, Australia
- a report providing information about marketing and promotional expenditure.
Protecting your privacy content
Your personal information is protected by law under the Privacy Act 1988 (Cth) (Privacy Act).
The Department of Health, Disability and Ageing collects your personal information in the course of performing its functions, including to deliver business services, which facilitate the reporting requirements in the Public Health (Tobacco and Other Products) Act 2023, via the Health Business Services (HBS) portal. This includes when you link the Tobacco Reporting Service.
If you do not provide your personal information, we may be unable to provide you with relevant business services via the HBS portal.
In most cases, we will collect your personal information directly from you. Where we collect personal information about you from a third party, we will only do so with your consent, or as authorised by law.
The department will not disclose your personal information to any overseas recipients without your consent.
