The National Framework for Alcohol, Tobacco and other Drug Treatment guides a national response to treating the harm these substances cause. It addresses how treatment based on an individual’s needs and goals can reduce harm from:

  • alcohol
  • tobacco
  • prescribed medications
  • currently illicit drugs

This document provides:

  • the framework for understanding the Australian treatment service system (section 3)
  • principles for effective treatment (section 4)
  • principles for effective treatment planning, purchasing and resourcing (section 5)
  • principles for effective monitoring, evaluation and research (section 6)
  • partnerships needed for a successful alcohol and other drug treatment service system (section 7)

The Framework helps the Australian treatment service system to plan strategically. It provides the context for national and state treatment processes, programs and policies. We developed it to complement the National Drug Strategy (2017–26). Read it together with:
