In June 2020, the Department engaged KPMG, in consortium with the Social Policy Research Centre of the University of NSW and batyr, to undertake an independent evaluation of the National headspace Program.
The headspace program has been evaluated twice before, in 2009 and 2015. The current evaluation, the subject of this report, builds on these prior analyses to explore how the model operates today, its design, reach and priorities to provide high-quality, effective mental health care for young Australians.
This evaluation is focused on headspace service provision by individual services around Australia from 1 July 2015 to 30 June 2020. Various developments in Australia’s mental health landscape within the period are taken into account for this evaluation, which is intended to help inform policy and investment decisions about the future direction of the headspace program.
