Strengthening Medicare – Supporting change management and cultural change

As part of the Strengthening Medicare reforms we are working with providers to transition to new ways of working. We are also supporting consumers to understand and actively participate in their care.

Monitoring and evaluation

We are developing a monitoring and evaluation framework to track progress and impact of the Strengthening Medicare reforms. The Strengthening Medicare Implementation Oversight Committee oversees this work.

Consumer engagement in primary care reform

The Strengthening Medicare measures are based on the principle of patient-centred care, with funding provided to co-design these changes with health consumers.

We fund the Consumers Health Forum of Australia to drive national consumer engagement in the Strengthening Medicare reforms. Under this contract, CHF will:

  • deliver a series of consumer-focused roundtable discussions
  • implement an annual National Consumer Sentiment Survey
  • implement a consumer engagement strategy.

This will bring the input of diverse consumers’ voices into Strengthening Medicare reforms.

We fund the Federation of Ethnic Communities’ Councils of Australia to establish the Australian Multicultural Health Collaborative. This will ensure people from culturally and linguistically diverse (CALD) backgrounds will have a direct say in designing and implementing reforms to strengthen Medicare. In the long term this will improve accessibility and effectiveness of primary care policies and services for CALD consumers and communities.

National Consumer Engagement Strategy for Health and Wellbeing

We are developing a National Consumer Engagement Strategy for Health and Wellbeing (NCESHW). This to strengthen partnerships between health policy makers and the community and will facilitate consumer participation and engagement at all levels of the health system.
