The purpose of this circular is to inform private health insurers about the arrangements for payment of this year’s private health insurance Complaints Levy (Complaints Levy). The purpose of the Complaints Levy is to fund the work of the Private Health Insurance Ombudsman (PHIO).
The Complaints Levy for 2019–20 is $2.962 million. The proportion of the Complaints Levy to be collected from each insurer is calculated according to the formula within the Private Health Insurance (Complaints Levy) Rules 2019 and is based on the number of single and joint policies on issue by each insurer as of 30 June 2019 as reported to the Australian Prudential Regulatory Authority.
The Private Health Insurance (Complaints Levy) Rules 2019 are available on the Federal Register of Legislation.
The department will send insurers Complaints Levy invoices on 3 December 2019. Under the Private Health Insurance (Levy Administration) Rules 2010 payments are due by 31 December 2019.
