This circular provides information about the private health insurance reform data collection process for commencement on 1 April 2019.
The Department of Health (the department) has requested the Australian Prudential Regulation Authority (APRA), under the Financial Sector (Collection of Data) Act 2001, to collect data from private health insurers on the private health insurance reform.
From 1 April 2019 private health insurers are required to use the attached Excel-based template. The template has been determined in consultation with APRA and the private health insurance industry. The template sets out the requirements for the provision of information for the department to monitor and analyse the effects of the reform.
This reporting requirement applies to all private health insurers. It replaces the Psychiatric Care Waiting Period Exemption Data Collection requirements from 1 April 2018 as set out in PHI Circular 21/18.
The data is required for each calendar quarter for the periods ending 30 June 2019, 30 September 2019, 31 December 2019 and 31 March 2020. All templates must be provided to APRA within 28 days after the end of the reporting period by emailing dataanalytics@APRA.gov.au.
This initial 12 month reporting period will allow APRA sufficient time to consult with insurers and adapt existing systems for formalising into existing reporting standards and processes from 1 April 2020.
