The ‘Private Health Insurance classification and definitions of MBS items 1 August 2026’ (the ‘PHI Spreadsheet’) released on 29 July 2026, is derived from the MBS XML Data file ‘MBS-XML-20260801.XML’ released on 29 July 2026, effective 1 August 2026.
The new PHI spreadsheet includes:
- PHI classification
- PHI clinical category definitions
- Deleted MBS items within the past two years
Key changes to this file include new item 73331 for testing of tumour tissue to detect RET proto-oncogene (RET) gene variant status in tumour tissue from patients with histologically confirmed medullary thyroid cancer, to determine patient eligibility for a relevant treatment listed on the Pharmaceutical Benefits Scheme (PBS). No further changes are reflected in this XML compared to the last published version on 28 May 2026.

PHI Spreadsheets reflect the amendments made to the clinical category definitions to the MBS items and assignment of MBS items by clinical category and procedure type set out in the Private Health Insurance Legislation Amendment Rules for 1 August 2026 which will be published on the Federal Register of Legislation following the finalisation of regulatory approval processes. Details of the changes will be available in the Explanatory Statement that will accompany the Amendment Rules.
Formal notification of the Amendment Rules registration from the Department of Health and Aged Care will be via Private Health Insurance Circular.
