4. Prepare your ICT and systems

Make sure your digital systems can support the change from 1 October 2026.

ICT preparation will vary depending on how contribution categories are currently managed across your ICT systems. You should engage your software vendor or in-house ICT team early to confirm required changes, delivery timelines and any dependencies. There are 9 steps you should take. 

4.1 Confirm system changes with ICT teams and/or software vendors (Now)

  • Identify all affected systems, including care management, billing, claiming and reporting.
  • Confirm dependencies across vendors, Services Australia and internal system integrations. 
  • Confirm required system updates and delivery timelines with ICT teams or vendors.
  • Refer to the Services Australia Technical Specifications for more information.

4.2 Monitor vendor readiness and ICT related risks (Now–September)

  • Monitor delivery of system updates by vendors.
  • Identify and manage potential delays or issues.
  • Develop contingency plans in case your vendor delivery is delayed, or systems cannot be update in time.

4.3 Update system configuration (July–September)

  • Update systems to ensure personal services are correctly treated under the Clinical Supports contribution category  from 1 October 2026.
  • Ensure systems can distinguish between services delivered before and after 1 October 2026 and apply the appropriate contribution arrangements.
  • Confirm contribution changes are reflected across billing, invoicing, participant statements and other participant-facing financial documents. Implement effective-date controls (July – September)
  • Validate system changes before implementation.

4.4 Update and test connected systems and outputs  (August–September)

  • Ensure system changes are applied consistently across care management, billing, claiming and reporting systems. 
  • Update invoices, participant statements and other participant facing documents to reflect the personal care contribution changes from 1 October 2026.
  • Ensuring claiming and reporting arrangements correctly reflect the new contribution settings. 
  • Test outputs and system integrations before go-live to confirm services delivered before and after 1 October 2026 are processed correctly. 

4.5 Confirm system readiness for go-live (September)

  • Confirm all ICT systems are fully configured, tested and operating as intended for personal care contribution changes.
  • Confirm no reliance on manual workarounds for billing, claiming, reporting or participant communications at go-live.
  • Validate that all identified defects or issues have been resolved or formally risk-assessed prior to implementation.
