The Aged Care Rules

The Aged Care Rules 2025 contain the details to direct how the Aged Care Act 2024 is put into practice. The Rules can be reviewed and changed to stay in line with best practice.

About the Aged Care Rules 

The Aged Care Rules 2025 sit under the Act and contain details which direct how the law is put into practice. Many of the Rules were already in place in the previous aged care system, under the Aged Care Act 1997 and its supporting legislation. However, there are also some Rules that are new to aged care. The Rules can be reviewed and changed from time to time. For example, to stay in line with best practice or address any serious issues that come up. 

At the time of publication of this Guide, the Rules have not been formally made by the minister and are subject to change.

The Rules include direction on:

  • the aged care service list
  • the Aged Care Code of Conduct and Quality Standards
  • who can access the aged care system and how
  • provider registration, conditions and obligations
  • subsidies, fees and funding
  • how the aged care system is managed
  • the regulatory system and processes, including the powers of the regulators and what providers must do.
