This Guide aims to help people understand the laws around Government-funded aged care. It is based on the Aged Care Act 2024 (the Act), the Explanatory Memorandum for the Act and the draft version of the Aged Care Rules 2025 (the Rules). At the time of publication of this Guide, the Rules have not been formally made by the minister and are subject to change.
Who the Guide is for
The Guide is for:
- government agencies
- decision makers who apply the law
- aged care providers
- clinical care workers
- older people and their families and carers.
How to use the Guide
The Guide is divided into chapters in line with the chapters of the Act. Each chapter has a summary of the main themes and key points of the Act.
The Guide explains the different parts of the Act. It generally follows the same order as the Act. Underneath some headings in the Guide there are references that include links to the relevant part of the Act. The references look like this:

These references show which part of the Act is explained in that section of the Guide. This makes it easier to find the exact wording of the law. These references don’t include individual clauses, because most parts of the Guide bring together more than one requirement of the Act.
