Engagement on new NDIS rules

Ensuring people with disability have a say on the design and implementation of changes to the National Disability Insurance Scheme.

Engagement strategy

People with disability must be involved in shaping and putting NDIS reforms into practice.

We will work closely with the disability community and all governments when developing the new rules.

Our engagement approach builds on the wide consultation done during the NDIS Review, which involved:

  • NDIS participants
  • families
  • carers
  • the disability sector
  • researchers.

It also uses feedback from co-design work led by the National Disability Insurance Agency (NDIA). This ensures people with disability remain at the centre of NDIS reforms.

We will engage with a wide range of people and use different ways of engaging to suit different audiences.

Our engagement will:

  • give you the chance to review information and share feedback
  • explain government decisions clearly
  • show how the changes fit with broader NDIS reforms
  • highlight the benefits of the reforms
  • build long-term support for the new rules.

The Disability Reform Ministers’ Council have endorsed this engagement strategy.

Who we engage with

Our engagement process has 3 stages. In each stage, we will consult with different groups to support meaningful engagement with the disability community.

Listen

We will listen to feedback about the participant experience from the:

  • NDIS Reform Advisory Committee
  • NDIA Independent Advisory Council and other NDIA advisory groups
  • Disability Representative and Carer Organisations
  • NDIA Participant Reference Group
  • NDIA co-design working groups
  • Australian public.

Incorporate

We will use this feedback to update the proposed rules and then seek further advice and comment from:

  • the Disability Senior Officials Group
  • the NDIS Reform Advisory Committee
  • the National Disability Advocacy Program
  • Disability Representative Organisations
  • state and territory stakeholders.

Finalise

We will work with disability ministers to finalise the rules and provide them to the Disability Reform Ministerial Council for review and endorsement.

Current consultation

We are making changes to the NDIS to improve the experience for participants and make sure it is fair and sustainable for the future.

There will be further consultation on NDIS supports.

Engagements on NDIS rules

We engage with the disability community and state and territory governments around the development of new rules in the NDIS Act. Feedback from the following targeted conversations helped us design the rules. We will add more meeting summaries as they become available.

NDIS Review engagement

The NDIS Review worked closely with the disability community.

People with disability helped shape the review’s terms of reference, which helped rebuild trust between the disability community and government.

The review panel consulted widely across Australia and used lived experience to inform its recommendations.

The panel:

  • heard from over 10,000 people and organisations
  • received over 4,000 submissions
  • spent over 2,000 hours listening to the stories, ideas, and feedback of people with disability
  • met regularly with Commonwealth, state, and territory disability ministers.

The panel also drew on findings from other reviews and inquiries, including the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability.
