Introduction to parliament
On 11 November 2025, we announced the second set of changes to the National Disability Insurance Scheme laws.
The National Disability Insurance Scheme Amendment (Integrity and Safeguarding) Bill 2025 was introduced to parliament on 26 November 2025.
This Bill proposed 10 changes to the National Disability Insurance Scheme Act 2013. These changes are intended to:
- strengthen the powers of the NDIS Quality and Safeguards Commission
- make several administrative changes to how the National Disability Insurance Agency (NDIA) operates.
We held public consultation on the proposed changes in late 2024, with more targeted consultation in September 2025.
The Bill was referred to and considered by the Senate Community Affairs Legislation Committee and a report was tabled on 20 March 2026.
The Committee recommended the Bill be passed through parliament.
On 31 March 2026, the Bill was debated in the Senate and several amendments were agreed to, including the introductions of greater whistleblower protections for the NDIS.
The Bill was then amended and introduced into the House of Representatives on 31 March 2026 with the new title of the National Disability Insurance Scheme Amendment (Integrity and Safeguarding) Bill 2026.
The Bill was passed and achieved Royal Assent 8 April 2026 and is now called the National Disability Insurance Scheme Amendment (Integrity and Safeguarding) Act 2026.
