The NDIS Review 

The final report of the Independent Review of the NDIS ‘Working together to deliver the NDIS’ was delivered on 7 December 2023.

In December 2023, the Prime Minister and state and territory governments agreed to an initial response to the final report of the review. This included introducing changes to the legislation.

These changes aim to improve how the NDIS works.

They are part of a wider reform program to make the NDIS fairer, more transparent and person centred.

Some changes are already in place. Others will be gradually introduced. 

Why the NDIS is changing

The NDIS has transformed the lives of many people with disability, their families and carers. As the scheme has grown, it has become more complex.

The changes to the legislation are important.

They will:

  • give clearer information about what the NDIS does and does not fund
  • improve fairness and consistency in access and planning decisions
  • strengthen safeguards and reduce the risk of harm, fraud and misuse
  • improve trust and confidence in how the NDIS operates
  • support the long‑term sustainability of the scheme

The changes respond to the findings of the Independent Review of the NDIS and the Royal Commission into Violence, Abuse, Neglect and Exploitation of People with Disability, feedback from the disability community, and work across governments to ensure the NDIS can continue to support people with disability now and in the future.

Who the changes affect

 The changes to NDIS legislation may affect:

  • people applying to access the NDIS
  • current NDIS participants
  • families, carers and supporters
  • NDIS providers and workers
  • partner organisations and mainstream service systems.

Most participants will not see immediate changes to their supports.

Where changes do affect participants, the National Disability Insurance Agency (NDIA) will provide information, guidance and support.

Any changes will be made gradually to make sure people keep getting the support they need.
