From 1 November 2025, the CHSP comes under the Aged Care Act 2024. This means there are changes to the way that CHSP services are regulated and delivered. CHSP registered providers must be compliant with their legislative obligations under the Act.
Services
Provide funded service types
See Delivering services under the CHSP for information about what type of services you can provide.
The CHSP Manual and appendices have descriptions of each service type.
Provide timely services
If you accept a referral, do not add the person to a waitlist. Only accept a referral if you can provide the service in a timely way.
Quality
You must meet the strengthened Aged Care Quality Standards. You only have to meet the ones that are relevant to your registration category and services you deliver.
The Aged Care Quality and Safety Commission will conduct audits against relevant registrations categories.
Take a wellness approach to services
When providing CHSP services, you should aim to adopt a wellness and reablement approach.
You must report to us about how you are doing this.

Staff
You must make sure your staff are trained for the services they are delivering.
You must also make sure your staff meet the new worker screening requirements. See the CHSP Manual for more details.
Agreements and plans
You must:
- follow the support plan supplied by the Aged Care Assessor
- create a Service Agreement and Care and Services plan for eligible clients.
Reviews
You must review Service Agreements and Care and Services plans either:
- every 12 months
- by the scheduled review date, for time-limited services.
Funding
You must use the grant money in line with the grant agreement and legislative requirements.
There are rules about what you can and cannot use funding for. See the CHSP Manual for more details. Information about your funding and services is in your Activity Work Plan.
Fees and charges
You must have a client contribution policy in place that aligns with the program principles.
Your fees and charges must be available to the public. You need to discuss them with your clients before starting services. This must be documented in the Service Agreement.
You should keep track of contributions and make sure clients do not experience financial hardship.

Reporting
Under the Act, as a registered provider, your obligations are outlined in the Act and Rules. Your CHSP reporting responsibilities are also outlined in your Activity Work Plan. These include reporting on performance in the Data Exchange and submitting wellness and reablement and financial reports, as well as other requested reports.
