PHI 51/25 Private Health Insurance Legislation Amendment Rules (No. 5) 2025

Private health insurance clinical category and procedure type updates following Medicare Benefits Schedule (MBS) item changes from 1 July 2025 and reinclusion of seven natural therapies as eligible for private health insurance.

The Private Health Insurance Legislation Amendment Rules (No. 5) 2025 (the Amendment Rules) make consequential changes to the Private Health Insurance (Complying Product) Rules 2011 and Private Health Insurance (Benefit Requirement) Rules 2011. These reflect changes commencing from 1 July 2025 to MBS items in the General Medical Services Table (GMST), Pathology Services Table (PST) and Diagnostic Imaging Services Table (DIST), and those made by reason of Ministerial Determination under subsection 3C(1) of the Health Insurance Act 1973

The Amendment Rules also make a change to the Private Health Insurance (Health Insurance Business) Rules 2018 definition of ‘excluded natural therapy treatment’ to re-include seven natural therapies as eligible for private health insurance coverage from 1 July 2025. The seven therapies are: Alexander Technique, naturopathy, Pilates, shiatsu, tai chi, western herbalism and yoga. It remains at the discretion of private health insurers whether they cover any of the therapies under their policies, the timing of any coverage and the level of benefits.

The Amendment Rules were registered on 19 June 2025 on the Federal Register of Legislation and commence from 1 July 2025. Further details on the Amendment Rules can be found in the accompanying. Explanatory Statement
