Consumer engagement is essential to ensure consumer input and lived experience inform HTA decisions and reflect the needs and priorities of patients and the community.
We have developed a framework that sets out guiding principles, focus areas and actions to support better consumer engagement in HTA.
This framework is relevant to everyone involved in HTA. We all have a role in supporting consumer engagement and applying the framework in our work.
Framework for consumer engagement in HTA - draft for feedback
assessment (HTA) processes in Australia. It sets out guiding principles, focus areas and
actions to support better consumer engagement in HTA.
Have your say on the framework
The framework is currently open for feedback on our Consultation Hub. Let us know what you think and how we can improve the framework by 26 May.
On 22 April we held a webinar for consumers, which we recorded. We have published the webinar recording and slides. We encourage you to look at these before reviewing the framework.
What led us here
The development of this framework was marked by 3 key turning points.
The need for a framework was identified
Many policies and reports recommended strengthening how we engage consumers across HTA, including:
- National Medicines Policy
- The New Frontier - Delivering better health for all Australians
- Strategic Agreement 2022-2027
Building on this, 3 key reports clearly said that a consumer engagement framework was needed to make consumer engagement in HTA clearer and stronger. This included:
The Minister announced the framework
The Minister for Health and Ageing announced the government was developing a framework to improve consumer and patient engagement.
We drafted the framework
With guidance from the HTA Consumer Consultative Committee (CCC), we drafted the framework based on recommendations of the 3 key reports, and other national and international frameworks, reports and policies.
