7.3 Improve policies and procedures on the provision of reasonable adjustments to students with disability

Recommendation 7.3 recommends improving policies and procedures on providing reasonable adjustments to students with disability.

All governments share a vision for more accessible and inclusive schooling for students with disability.

The Australian Government has released:

  • New resources for educators to help them understand their legal and professional obligations to students with disability.
  • New resources for students and their families to help them understand their rights.
  • The resources explain how students and families can work with education providers to set up reasonable adjustments and make decisions together.

There are targeted resources for CALD families and First Nations students with                         disability.

  • The resources are available in Easy Read, Auslan and community languages.

States and territories are responsible for the day-to-day operations of schools, including policies and procedures around reasonable adjustments.

The Tasmanian government has made improvements to their procedures and guidance material.

This material will help staff and the community better understand educational adjustments for young people with disability.

 In Victoria, there is a new mathematics curriculum and supporting resources for students with an intellectual or cognitive disability or learning delay.

Teachers in all schools can use the curriculum and resources to plan, deliver and assess inclusive maths programs.

Further work is required for this recommendation.

7.18 Establish specific and disaggregated targets for disability employment in the public sector

Recommendation 7.18 said governments should set targets to increase the number of employees with disability.

The recommendation also states that targets should be supported by clear employment opportunities into the workforce.

Governments have set up a working group to share ideas and information on how to respond to public sector employment recommendations from the Disability Royal Commission.

Most governments have started work, including looking at data to understand their current workforce.

Some have already set organisational targets.

These targets will differ between states and territories depending on their workforce.

The Australian Government is undertaking step 1 of the Disability Royal Commission Discovery Project.

They are speaking to employees with disability, their managers, and teams to learn about their experience with:

  • Starting their job
  • Setting targets and
  • Job pathways.

Project findings will help governments decide what to do next to make these changes.

This recommendation is in progress.

7.32 End segregated employment by 2034

Recommendation 7.32 said we should end segregated employment and lift wages for people with disability.

This recommendation is subject to further consideration.

The Australian Government continues to ask the community for ideas to make employment for people with disability better.

The Australian Government has asked the community to write in providing their thoughts about:

  • increasing wages for people with intellectual disability
  • making all workplaces more inclusive of people with intellectual disability
  • Making sure segregated workplaces are closed in 10 years.

One stage of consultations occurred from March to June 2025.

In 2023, the Australian Government introduced a new fund that helps employers create more employment for people with high support needs.

We also created a new service that gives people with disability better information about employment rights.

It helps people advocate for themselves.

We also fund information expos that give information about employment options to people with high support needs, their families and carers.

They help people with high support needs can meet potential employers.

We will produce an evaluation report about how well these services work.

In 2023, Commonwealth and state governments worked together to make a plan to make supported employment better.

A new disability employment program, ‘Inclusive Employment Australia’, starts in November 2025.

With the new program rules, more people with disability with high needs will be able to access it.

 7.39 Preventing homelessness when people with disability transition from service or institutional settings

Recommendation 7.39 said people should have a home to go to when they leave places like hospitals, mental health services or the justice system.

Governments are working to make sure service work together and make a plan, so people with disability have somewhere safe to go once they leave.

The National Disability Insurance Agency has Health and Justice Liaison Officers who work together with participants when they are ready to leave hospitals or the justice system.

In January 2025 the NDIA moved away from focussing only on release dates to inform planning for people in custody’.

More updates are coming to explain how the NDIA makes decisions about supporting people who are leaving the justice system.

Further work is required for this recommendation.
