Population-based screening framework

This framework sets out the principles of screening programs for cancer and chronic diseases. It informs decision makers about the key issues to consider when deciding whether to introduce a screening program.

This framework explains:

  • what population-based screening is
  • why we screen for cancer or chronic diseases
  • how screening programs work
  • criteria that need to be met for screening programs in Australia
  • principles for setting up and managing screening programs in Australia.

It is based on the principles of early disease detection from the World Health Organization.

Framework update

The Australian Government is working with states and territories to update the framework. The update will ensure the framework supports contemporary screening practice, including targeted and risk-stratified screening, and the increasing role of genomic testing within screening programs. The updated framework will also include an assessment process that will support a consistent and transparent approach to considering new screening proposals.

Public consultation on the updated framework will open late 2026 via the Department’s Consultation Hub. The framework is expected be available from mid to late 2027, following consideration by all governments.
