What’s changing from 1 November 2026
Transition arrangements for CHSP service agreements and care and services plans have been in place since 1 November 2025 to support existing CHSP clients until 1 November 2026 (as per section 57 of the Aged Care (Consequential and Transitional Provisions) Rules 2025).
From 1 November 2026, all CHSP clients must have a CHSP Service Agreement and a Care and Services Plan in place which reflects the requirements of the Aged Care Act 2024 (the Act) and the Aged Care Rules 2025 (the Rules).
The Aged Care Provider Requirements Search tool helps you to find and comply with requirements. This includes providing information to clients such as the Statement of Rights and Aged Care Code of Conduct.
CHSP guidance material
The following guidance material supports you to provide:
- a Service Agreement with each client
- specific information for clients
- a Care and Services Plan with each client.
The CHSP Service Agreement reflects the following requirements:
- access approval (Notice of Decision)
- classification level (CHSP)
- CHSP service list names and agreed services to be delivered – with a start date for each (and end date for non-ongoing services)
- details of the client including their My Aged Care number
- details of the provider, for example provider name and contact person details
- the agreed amount of client contribution for each service type to be delivered
- details of variation arrangements and service review dates in line with the requirement that a formal review of services must occur at least once every 12 months
- a cooling off period and circumstances where services can be ceased
- any support persons for the client to assist with Service Agreements.
You are required to make the Service Agreement readable and understandable. Your clients must be able to understand their rights when accessing funded aged care services.
