Research
Analysis of younger people living in residential aged care
We commissioned Ipsos Public Affairs Pty Ltd to complete a detailed analysis of younger people living in residential aged care facilities and the reasons why they were living there. This is part of the Government's work to support younger people to move to age-appropriate accommodation and supports.
Independent Evaluation of YPIRAC Initiatives
As part of 2023-24 Budget, the Australian Government conducted an independent evaluation of past and current YPIRAC measures to inform future initiatives.
Nous Group Pty Ltd was engaged to conduct this evaluation. The evaluation considered whether the Government’s YPIRAC initiatives were appropriate for younger people’s needs and met their intended outcomes. It found that:
- although the initiative had only supported a small proportion of younger people to exit residential aged care, overall numbers of YPIRAC and entries reduced substantially between release of the YPIRAC Action Plan in 2019 to December 2023.
- there are gaps and inconsistencies that have impacted the effectiveness of the initiatives.
The commencement of the new Aged Care Act 2024 on 1 November 2025, has affected the scope of some information and recommendations contained in this report.
