The Australian Government established the VAPP in September 2021 during the height of the COVID-19 pandemic. The VAPP played a critical role in supporting the administration of COVID-19 vaccinations nationally for First Nations communities, Residential aged care homes, and other priority populations, including those in regional and remote locations.

Following the release of the National COVID-19 Management Plan in 2023, the Panel transitioned to a more targeted role, providing COVID-19 vaccination services in priority population settings where access to primary care, such as GPs and pharmacies, was limited.

The panel officially ceased operations on 30 June 2025. Work continues to ensure that priority populations maintain access to COVID-19 vaccinations through existing healthcare channels.
