What is the Annual Activity Report (AAR)?
The AAR is a mandatory report that MPSP providers must submit each year to the Department of Health, Disability and Ageing.
Under Chapter 5, Subdivision H of the Aged Care Rules 2025 (sections 166–725, 166–730 and 166–735), providers must submit:
- an AAR
- an annual statement of financial compliance and income and expenditure.
Each report must:
- be completed at the individual MPS level
- include one submission per MPS
- cover the full reporting period (or from the date services commenced, where applicable).
From the 2025–26 reporting period, the AAR must be completed online via the approved form.
Why you must complete the AAR
The AAR is used to support the effective management, oversight and future planning of the MPSP.
Information collected is used by the department to:
- support policy development and program planning
- monitor delivery of aged care services in rural and remote communities
- report on compliance with the Aged Care Quality Standards
- understand the cost of care for MPSP clients
- measure current and future demand for services
- identify challenges faced by providers in delivering services.
The data is also used across the department to:
- calculate occupancy rates
- contribute to reporting such as the Report on the Operation of the Aged Care Act (ROACA)
- inform resources developed for providers.
Failure to meet reporting obligations may result in regulatory action under the Aged Care Act 2024.
How to complete the AAR
Follow these steps to complete your AAR.
1. Access the report
You will receive a direct link to the online AAR via an email from the department. The report must be completed using this approved form.
2. Complete one report per MPS
You must:
- submit one AAR for each MPS
- include all services delivered at the MPS
- if the MPS operated for part of the reporting period, report from the date services commenced.
3. Prepare your information
You will need to provide information on:
- service delivery (aged care and health services)
- activity and service usage
- workforce and operations
- financial and compliance information.
If services are subcontracted, the registered provider is responsible for ensuring all relevant data is included.
4. Review and submit
Submitting the AAR includes a declaration that:
- the information provided is true, complete and accurate
- the report has been authorised by the registered provider.
5. Submit by the due date
The AAR must be submitted by the required annual deadline (for example, 31 July 2026 for the 2025–26 reporting period).
