Consultation
To ensure we adoped a well-considered and inclusive approach to designing the model, we:
- released 3 consultation papers over 18 months
- engaged stakeholders through several consultation activities.

Stage 1
On 8 February 2022, we released a:
The paper outlined the early thinking for an improved approach to regulating aged care.
Stage 2
On 5 September 2022, we released:
- A new model for regulating aged care, consultation paper no.1
- a summary version that provided a high-level overview of the proposed model and its components.
We received 40 submissions and 108 completed questionnaires in response to the paper. Stakeholders broadly supported the proposed approach.
Stage 3
In December 2022, we hosted workshops to seek additional feedback on proposed provider registration categories. The categories are a key feature of the new model.
We held the workshops with:
- older people
- their families and carers
- providers
- other interested stakeholders.
We used the feedback, along with advice from experts in regulation and constitutional law, to further develop the categories.
On 26 April 2023, we released:
- A new model for regulating aged care, consultation Paper no. 2
- a summary version with the details of the proposed model.
The 8-week consultation period closed on 23 June 2023.

Webinar
We held a webinar, on 9 May 2023, attended by 1,100 people, with 250 questions received. For more information, view:

Workshops
We held 8 workshops attended by more than 100 people, including:
- older people, their carers and families
- peak bodies
- aged care providers and workers
- LGBTQIA+ people
- culturally and linguistically diverse people
- Aboriginal and Torres Strait Islander people.
Submissions
We received:
- close to 80 submissions
- nearly 200 responses to a detailed survey
- more than 350 responses to a short survey.
We used feedback to refine the details of the new model. View the consultation summary report 2023 for a summary of stakeholder feedback and our response.
Outcomes
The new regulatory model was included in the the consultation of the new Aged Care Act.
Our 12-week consultation on the exposure draft of the new Act ran from 14 December 2023 to 8 March 2024. We:
- received more than 320 submissions and more than 800 surveys
- heard from more than 10,000 people at our webinars, workshops and roundtables
- considered the feedback provided as part of finalising the draft legislation.
