The NHRA is an agreement between the Australian, state and territory governments. It sets priorities, funding and roles for public hospitals and health services.

Objective 1 – Better health outcomes focuses on better health care delivery, improving outcomes for Aboriginal and Torres Strait Islander peoples, and using funding wisely.

Objective 2 – Shared stewardship focuses on smoother transitions between care, measuring system performance, and planning the future health workforce.
Simpler, more equitable funding
Objective 3 – Simpler, more equitable funding focuses on fairer funding arrangements, better outcomes for First Nations Australians, and support for small states and rural and remote communities.
