The National Disability Advocacy Framework 2023–2025 guides governments towards nationally consistent advocacy services for people with disability.

National Disability Advocacy Framework 2023–2025

The National Disability Advocacy Framework 20232025 (NDAF) aims to make it easier to access advocacy services for people with disability. It also aims to improve consistency of these services across Australia. It commits governments to work together to achieve this.

Australian, state and territory governments developed the NDAF and associated Work Plan in consultation with: 

  • people with disability
  • families
  • carers
  • disability advocacy providers
  • disability representative organisations. 

Public consultation on the NDAF occurred in 2022.

Disability Advocacy Work Plan

The NDAF and Disability Advocacy Work Plan aim to make  disability advocacy services  work better across Australia. 

The work plan identifies shared priority work areas to support the outcomes in the NDAF. Australian, state and territory governments will work on these together.

Demand and gap analysis

In 2020, we carried out a study to understand the needs and gaps in ‘independent disability advocacy and decision-making supports’. This is known as a demand and gap analysis. This study looked at how disability advocacy has changed since the National Disability Insurance Scheme began. 

The study gave a snapshot of what disability advocacy looked like in Australia at that time. The final report included a recommendation to update the previous NDAF.

Status

The Australian, state and territory governments agreed to postpone work on the NDAF review and the next NDAF to keep focusing on disability reforms. 

Until a new NDAF is ready, the current NDAF will stay in place.

Governments want to ensure advocacy delivers the best possible outcomes for people with disability. Work continues on Disability Royal Commission recommendations relating to the work of the NDAF.
