About the NCP framework
In February 2023, we introduced the National Consistent Payments (NCP) to provide financial support to participants in the Australian General Practice Training (AGPT) program:
- supervisors
- practices
- registrars.
Salary support payments are made to practices in Aboriginal Medical Services, through the NCP Framework.
The NCP framework is designed to:
- reduce red tape
- promote accountability
- enhance transparency and consistency in GP training payments.
This benefits supervisors, practices, and registrars while also attracting medical doctors to regional, rural and remote areas.
From 2026, the GP Training Incentive Payments will be made to AGPT registrars, through the NCP Framework. Remote Vocational Training Scheme (RVTS) registrars are also eligible for these incentive payments. The payments aim to attract more doctors to general practice training by making the move from hospital-based training to community-based training easier.

How to apply for NCP payments
Eligibility for payments is assessed by ACRRM and RACGP. The colleges use the NCP framework to determine the payments for participants. Services Australia make the payments to AGPT participants on behalf of the department.
In addition to the payments made by Services Australia, the colleges can make additional support payments under a flexible payments pool to support AGPT participants in rural and remote areas.

To prepare for the start of the college-led AGPT program and NCP payments in 2023, we held a series of workshops with stakeholders, including the:

- National Rural Health Commissioner
- General Practice Supervisors Australia (GPSA)
- General Practice Registrars Australia (GPRA)
- Australian Medical Association (AMA)
- Rural Doctors Association of Australia (RDAA)
- Australian Indigenous Doctors’ Association (AIDA).
