Foundational supports for people with disability

Governments have agreed to deliver more supports in the community for people with disability outside of the National Disability Insurance Scheme (NDIS). These are called Foundational Supports.

About Foundational Supports

Foundational Supports are supports outside the NDIS. They will help to strengthen the disability system.

Foundational Supports will help people with disability, their families, carers and kin (families). They will include general supports and targeted supports.

All governments have agreed to work together to deliver Foundational Supports. This includes $10 billion in joint funding over 5 years.

General supports

These will help people with disability to live a better life. They will improve access to:

  • evidence-based information
  • supports to build skills, improve confidence and independence
  • supports to build connections between peer and community connections
  • help to find other supports and resources
  • advice to help community organisations become more inclusive and accessible.

Targeted supports

Targeted supports will help people who have extra support needs but do not need the NDIS. The Independent Review into the NDIS recommended more of these supports outside the NDIS.

Thriving Kids

Governments are working to implement Thriving Kids. Thriving Kids is the first phase of Foundational Supports.

Thriving Kids will support children aged 8 and under who need extra help with their development. It will help identify needs earlier and connect children and their families with the right support.
