The Thriving Kids Advisory Group has delivered its final report outlining a comprehensive national model for Thriving Kids. The report will now be considered by all governments as part of ongoing design and negotiation processes.
Thriving Kids will provide support to children and their families outside the National Disability Insurance Scheme. Under the agreement reached by National Cabinet, Thriving Kids will assist children aged 8 and under with developmental delay and/or autism with low to moderate support needs, and their families ensuring they can access the help they need earlier and in everyday settings where children live, learn and play.
The Advisory Group’s proposed national model includes a blend of universal and targeted supports, with flexibility for governments to tailor delivery to their local contexts. These supports aim to strengthen children’s development, provide practical help for families, and create easier pathways to early assistance.
Governments will now work together to finalise the design for Thriving Kids through agreements between the Australian Government and each state and territory.
The first Thriving Kids services are expected to commence from 1 October 2026 and be progressively expanded, with a full rollout of services by 1 January 2028.
