Independent review of cohealth general practice and related services

The Australian and Victorian governments have commissioned an independent review to examine cohealth’s general practice service model.

On 20 November 2025, the Australian and Victorian governments announced a jointly commissioned independent review to assess cohealth’s general practice service model, governance and finances. See the terms of reference.

The review will be conducted by a panel of respected experts: 

  • Professor Stephen Duckett (Chair) – health economist and primary care expert
  • Professor John Furler – general practice clinician and researcher
  • Ms Jane Seeber – community health leader and chartered accountant.

The panel will be supported by McGrathNicol for technical and financial assurance matters. McGrathNicol is a specialist advisory and restructuring firm with expertise in business improvement, performance and risk.

The review will focus on the overall service model at cohealth’s general practices, including the clinical service model, operations, governance and financial viability, in the context of the overall operations of the organisation.

The review follows cohealth’s announcement of its plans to close its general practice services in Fitzroy, Collingwood and Kensington in Melbourne. The intended outcome of the review is the development of options that support the continuation of these services to the community.

We expect findings from the review by 28 February 2026. As announced by the Hon Mark Butler MP on 20 November 2025, the Australian Government has committed up to $1.5 million to maintain cohealth’s general practice services until 31 July 2026.
