The Australian Government is changing the NDIS to make it fairer, clearer and easier to use. The changes aim to help people with disability get the supports they need.
The proposed new way of making NDIS plans is called new framework planning. It is expected to start from 1 April 2027 and will be introduced gradually. Participants will keep using their current plan until they move to the new way of planning and will be informed before any changes affect them.
The proposed new approach will focus on a person’s daily life, goals and disability support needs. It may also give participants a more flexible budget and more choice about how they use their NDIS funding.
The government needs to update some rules and make new rules before the changes can start. The proposed rules explain:
- how a participant’s disability support needs will be assessed
- how a participant’s NDIS budget will be worked out
- how participants can use their plan and funding
- how a plan can be changed
- what participants can and cannot buy with NDIS funding.
Have your say
We are working with NDIS participants, families, carers and the disability community to shape these changes. We also want to understand how the changes may affect providers and workers.
We want to know if the proposed rules are clear and easy to understand. We also want to know what information or support would help people understand the changes.
The consultation closes at 11.59 pm AEDT on 14 October 2026. This is 10.59 pm in Queensland.
