Role
The Learning Health System Strategic Advisory Committee is a temporary forum set up to give strategic advice to the Department of Health, Disability and Ageing and its key delivery partners, the:
- Australian Digital Health Agency (ADHA), who manage the My Health Record system
- Australian Institute of Health and Welfare (AIHW), who are the custodians of My Health Record data.
The committee’s advice will help build trust in a system that uses health data to improve care. This system learns from everyday clinical data to find ways to improve patient outcomes and make health care more efficient and sustainable. We call this a Learning Health System.
At first, the committee will focus on how health data from the My Health Record System can be used for research and public benefit. It may also look at how other health data sets could be used.
The department and its partners will use the committee’s advice to:
- create strong rules for how health data from My Health Record is used in research and public health
- guide discussions with people and organisations affected by these changes.
Advice from the committee will also help shape a proposal to the Australian Government for approval and funding of the program.

Professor Mark Taylor has been appointed as the chair of the committee. He is recognised in Australia and overseas as an expert in health data governance. He is committed to building trust in using My Health Record data for research and public benefit through being collaborative and openly sharing the advice and ideas of the committee as it considers a range of topics.
