E32. Funding provided to States and Territories is provided for capital investment in and recurrent funding of new subacute beds. States and Territories must deliver and operate a specified number of new, additional beds (counted as bed equivalents) per year, as agreed through their Implementation Plan.

E33. Payments will be made annually, with the first to occur on the next available payment date after the receipt and approval of a satisfactory Implementation Plan and Commonwealth approval of the nationally consistent method for measuring subacute care growth. Subsequent annual payments will be contingent on measured performance against agreed Targets and Performance Measurement (Clauses E14 to E17), and made following acceptance of the end of financial year acquittal and Progress Reports.
