The HPF was designed to measure the impact of the National Strategic Framework for Aboriginal and Torres Strait Islander Health (NSFATSIH) and will be an important tool for developing the new National Aboriginal and Torres Strait Islander Health Plan (NATSIHP).

Minor change to measure

  • Injury and poisoning (formerly 'hospitalisation for injury and poisoning')
    Expanded beyond hospitalisation data to consider survey data, deaths and other data relating to injury and poisoning.
  • Respiratory disease (formerly 'hospitalisation for pneumonia')
    Expanded beyond hospitalisation data for pneumonia to consider other respiratory diseases such as chronic obstructive pulmonary disease and asthma and other data collections such as survey data and deaths.
  • Kidney disease (formerly 'end-stage renal disease')
    Expanded measure now includes analysis of chronic kidney disease.
  • Oral health (formerly 'decayed, missing, filled teeth')
    Expanded to include periodontal (gum) disease in addition to decayed, missing and filled teeth.
  • Health behaviours during pregnancy (formerly 'tobacco smoking during pregnancy')
    Expanded to include data relating to health behaviours during pregnancy, such as alcohol and substance use as well as folate use.

Minor change to title

  • Low birthweight (formerly 'low birthweight infants')
  • HIV/AIDS, hepatitis and sexually transmissible infections (formerly …'hepatitis C'…)
    Expanded to include hepatitis B data.
  • Ear health (formerly 'children's hearing loss')
    Expanded to consider impact of hearing health on adults. This measure has been moved into the Human Function domain and re-named 'Ear health'.
  • Literacy and numeracy (formerly 'Years 3, 5 and 7 literacy and numeracy')
    Data are also available to analyse Year 9 literacy and numeracy outcomes. Simplify name of measure to consider Years 3, 5, 7 and 9.
  • Education outcomes for young people (formerly 'Years 10 & 12 retention and attainment')
    In line with COAG targets relating to education, this measure can be expanded to consider qualifications equivalent to Years 10 and 12.
  • Educational participation and attainment of adults (formerly of '…Aboriginal and Torres Strait Islander adults')
    In line with COAG targets relating to education, this measure can be expanded to consider qualifications equivalent to Years 10 and 12.
  • Employment (formerly '…CDEP participation')
    The terms 'including CDEP participation' have been removed. The CDEP program has gone through a number of changes which will be explored within the context of employment.
  • Risky alcohol consumption (formerly 'risky and high risk…')
    Replace 'risky and high risk' with 'risky' to align with NHMRC guidelines.
  • Physical activity (formerly 'level of…')
  • Overweight and obesity (formerly 'prevalence of...')
  • Immunisation (formerly '…child and adult')
  • Selected potentially preventable hospital admissions (formerly 'ambulatory care sensitive hospital admissions')
    Align the name of the performance measure with the National Health Care Agreement.
  • Recruitment and retention of staff (formerly 'clinical and management staff, including GPs').
