This Paper has been written to support discussions about the Health Plan – in many ways, it is a ‘discussion starter’. It is designed to provide broad background information and promote a conversation about the development of the Health Plan and important health issues for Aboriginal and Torres Strait Islander peoples. It does not provide a full picture of the current health system or the experiences of Indigenous Australians as they journey through it.

There are a number of questions throughout the Discussion Paper (consultation question boxes). The questions are deliberately broad as we want to capture a wide range of views and different ideas. By submitting a response to these questions or by attending a consultation in your state or territory, you will help to ensure the Health Plan identifies the key issues and necessary priorities to further close the gap in health outcomes for Aboriginal and Torres Strait Islander people. Your views on this Discussion Paper, the consultation questions and any other feedback, will help to shape the development of the Health Plan and so your responses are most welcome.
