2.7 A collaborative framework between all levels of government to pursue the agreed 12 priority areas over a five-year period was established in 1993 under the First National Mental Health Plan (1993-1998) and strategies for implementation were defined.

The priority areas were:

  • consumer rights
  • the relationship between mental health services and the general health sector
  • linking mental health services with other sectors
  • service mix
  • promotion and prevention
  • primary care services
  • carers and non-government organisations
  • mental health workforce
  • legislation
  • research and evaluation
  • standards and
  • monitoring and accountability.
2.8 Many of these priorities continue and are fundamental to current work under the Second National Mental Health Plan.
