This diagram of interlinking oval shapes illustrates a range of overlapping and interacting evaluation factors.

The MOS Projects policy context oval is the largest and encompasses all other ovals. Within the policy context oval are the integrated approach oval and the community oval, which overlap each other.

The integrated approach oval encompasses a range of factors that all overlap each other, including organisational features, program response factors, NT CTG measures, and staff factors. The community factors oval encompasses two sets of factors, extended family factors and client characteristics factors, that also overlap.

Policy context

The policy context consists of two Council of Australian Government National Partnership Agreements:
  • The National Partnership Agreement on Health Services
  • The Closing the Gap in the Northern Territory National Partnership Agreement.

Integrated approach

An integrated approach to service development and delivery involves:
  • the Department of Health and Ageing and the NT Department of Children and Families operating under arrangements described in the MOS Plus Implementation Plan under the National Partnership Agreement on Health Services
  • major stakeholders, including the MOS Plus Expert Reference Group members, the Aboriginal Medical Services Alliance Northern Territory; Remote Health; Family Violence and Child Development and Safety services, and schools
  • the Care and Protection of Children Act 2007 (NT).
