3.1 Eligibility

To be eligible to apply for funding under the PICAC Program, organisations need to satisfy the following eligibility criteria:
  • The requirement for an organisation to be incorporated;
  • The necessity to establish a management committee to oversee the project;
  • The requirement to report against performance measures;
  • The ability to meet reporting and accountability requirements: and
  • The applicant is an incorporated body or registered legal entity.

3.2 Accountability

To ensure efficient and effective program management, the PICAC Program Funding Agreements require proper accounting for funds. Funds provided for specific purposes must be expended on those activities in accordance to approved projected budget.

Top of pageThe Funding Agreements require service providers to provide an audited financial statement from a certified public accountant or a chartered accountant at the end of each financial year.

Where a PICAC is auspiced by a State or Territory Government agency, a Financial Statement means a statement provided in accordance with Clause 4 of the Funding Agreement that includes details of the funds received by the State or Territory Government agency and contributions received for the project from other sources, signed by an appropriate officer of the State or Territory Government agency and specifying the manner in which, and the purposes for which any funds paid by the Department under this Funding Agreement have been expended, accompanied by supporting documentation.

Six-monthly progress reports and detailed expenditure reports in line with projected budget are required from funded organisations that include details of financial transactions to date for the grant funds provided by the Australian Government. These expenditure reports are based on the relevant Budget included in the Funding Agreements.

3.3 Funding under the PICAC Program

The core objective of the PICAC Program is:
      Equipping aged care service providers to deliver culturally appropriate care to older people from culturally and linguistically diverse communities.
Funding for the PICAC Program is provided to an organisation in each State and Territory. Currently eight organisations receive funding under this initiative and they work collaboratively with aged care service providers, projects funded under the Community Partners Program (CPP), culturally and linguistically diverse communities and the Australian Government Department of Health and Ageing to ensure that the special needs of older people from these communities are identified and addressed. The PICAC coordinators also provide training to the aged care sector (both residential and community care) about the provision of high quality and culturally appropriate care and best practice.
