2.1 Program Outcomes

The outcomes of the Partners in Culturally Appropriate Care (PICAC) Program include the following:
  • More aged care services delivering culturally appropriate care to older people from culturally and linguistically diverse communities;
  • Older people from culturally and linguistically diverse communities having increased access to culturally appropriate residential and community care services including aged care support services; and
  • Older people from culturally and linguistically diverse communities having greater capacity to make informed decisions about residential and community based aged care.

2.2 Program Outputs

Planned program outputs may include some or all of the following:
  • Development of sustainable partnerships between culturally and linguistically diverse communities and aged care services;
  • Identification of specific barriers to accessing residential aged care services for older Australians from culturally and linguistically diverse communities;
  • Identification of special needs of older people from culturally and linguistically diverse backgrounds;
  • Provision of training to staff of aged care residential facilities and to community based aged care services;
  • Development of sustainable links between the Community Partners Program (CPP), the PICAC Program and aged care services;
  • Dissemination of information to the aged care industry about high quality care practices;
  • Provision of support to culturally and linguistically diverse communities and aged care service providers in order to develop new services, including clusters, ethno-specific and multicultural aged care services;
  • Provision of information to policy makers about issues that affect culturally and linguistically diverse communities;
  • Qualitative research as identified in individual funding agreements;
  • Establishment of links with and liaison with the Aged Care Assessment Team, the Complaints Investigation Scheme, the Aged Care Standard and Accreditation Agency;
  • Development of professional relationships with the Australian Government Department of Health and Ageing, aged care industry and culturally and linguistically diverse communities;
  • Development and assistance in the implementation of resources on culturally appropriate aged care;
  • Provision of support for the projects funded under the Community Partners Program (CPP) in each State and Territory;
  • Maximisation of resources and minimisation of duplication under the PICAC and CPP Programs; and
  • Other projects as agreed between the Australian Government Department of Health and Ageing and the PICAC from time to time.

2.3 Project Management Committees or Steering Committee

Organisations in receipt of PICAC funds are required to establish a Project Management Committee or Steering Committee to oversee the delivery of the aims and objectives of the Program. The structure and function of the committee would rely on the type of auspicing body, eg. the PICAC organisation may form part of a State or Territory Government agency.

The main role of the Project Management Committee or Steering Committee (management committee) under the PICAC Program is to provide guidance for the project and advice to the funded organisation on any difficulties faced by the project.

The management committee is also responsible for:
  • Endorsing tasks to be undertaken;
  • Meeting program outputs as specified in the Funding Agreement;
  • Establishing mechanisms for community consultation; and
  • Establishing clear and simple mechanisms to handle any consumer complaints about the service.
The management committee would provide input and feedback to the PICAC on work plans and issues.
