A wide range of stakeholders were identified for the project through discussions with DoHA (national and state offices), MSOAP fundholder organisations, the Optometrists Association of Australia and others.
A background paper was prepared describing the national evaluation, its terms of reference and key questions for stakeholder interviews (Appendix A). The paper was distributed to stakeholders prior to interviews. Interviews were semi-structured around the questions identified in the background paper that were relevant to particular stakeholders. Written notes were taken from all interviews and subsequently analysed. Where issues required clarification stakeholders were contacted by telephone or email.
Stakeholders were also invited to submit a written statement to inform the evaluation (by 14 July 2011).
In addition to the interviews, members of the evaluation team attended two national workshops: the Indigenous Eye Health Unit (IEHU) Stakeholders Review (27 June 2011) and the Vision 2020 Australia Regional Eye Health Coordinators Workshop (29 June 2011).
A range of additional interviews were held in conjunction with the community visits.
Details of organisations and individuals interviewed are provided in Appendix B and summarised in Table 5 below. Overall, 66 interviews were held with 57 organisations and 160 individuals. Written submissions were received from 23 organisations or individuals (Appendix C). In addition, 59 individuals were interviewed for the community case studies. Key stakeholder groups interviewed included:
- DoHA (Primary and Ambulatory Care Division, OATSIH and state/territory offices)
- MSOAP fundholders
- Members of MSOAP advisory fora in three jurisdictions
- Aboriginal and Torres Strait Islander health organisations (NACCHO and state/territory organisations)
- Optometrists Association of Australia
- national interest groups
- national medical and other professional colleges
- medical specialists and allied health staff delivering outreach services under MSOAP and other arrangements
- individual optometrists and organisations delivery outreach optometry services
- GPs, remote area nurses and other staff based in primary care services receiving outreach services.
