It reviews its geographic and structural distribution problems, analyses government workforce policy and planning, and outlines recent initiatives by the Commonwealth to influence workforce outcomes. For comparative purposes, the paper describes the workforce characteristics and policies of four broadly similar countries, and the final chapter highlights key issues and questions for future workforce planning.
